Adam Billen serves as the Vice President of Public Policy at Encode, where he advances Encode’s policy priorities and builds bipartisan, cross-issue coalitions. His work has included working to kill the AI moratorium pushed in Congress, successfully getting the TAKE IT DOWN Act signed into law to combat AI-generated nudes, moving state legislation like the RAISE Act and SB 53, pushing back against the rollout of AI companions to children, and passing restrictions on AI’s use in nuclear weapons operations in the FY25 NDAA. He graduated from American University where he studied Data Science, Political Science, and Russian while working on campaigns.
