Sunny Gandhi

Sunny Gandhi is Co-Executive Director of Encode. He has worked on landmark state AI safety legislation including California’s SB 53 and SB 1047, New York’s RAISE Act, and Illinois’s SB 315. At the federal level, he helped defeat preemption provisions that would have overridden state AI laws, pass the first U.S. law establishing guardrails for AI in nuclear weapons systems, and get the TAKE IT DOWN Act signed into law. He also helped lead Encode’s campaign to preserve nonprofit governance and control in OpenAI’s restructuring. Before Encode, he worked in technical roles at organizations including NASA. He holds a BS in computer science from Indiana University.
